Selangor Maritime Gateway LUAS, Klang, Selangor

“LUAS, an acronym for Lembaga Urus Air Selangor, is the water resource management authority for the State of Selangor. Its new headquarters, located beside a river in Shah Alam, forms part of the wider Selangor Maritime Gateway initiative.

As the agency responsible for monitoring and managing Selangor’s water resources, the siting of the headquarters by the river is both symbolic and purposeful. It serves as a direct homage to LUAS’s continuing work in rehabilitating, protecting and improving the condition of rivers throughout the state.

The new headquarters is conceived as a four-storey linear building facing the river, with a form that subtly resembles a boat. This architectural gesture reflects LUAS’s role as a steward of the state’s river resources, giving the building a strong civic identity and a meaningful relationship with its setting. Its boat-like profile alludes not only to movement and navigation, but also to authority, guardianship and responsibility over the waterways it overlooks.

The building incorporates both active and passive green design strategies. At its centre, a skylit atrium brings natural light deep into the building, addressing the challenges of its deep-plan layout while creating a bright and open internal environment. This central atrium also acts as a social heart for the organisation, encouraging visual connection, interaction and communication among LUAS’s 400-strong staff.

The headquarters is planned to accommodate a range of facilities, including a multipurpose hall, auditorium, various meeting rooms, offices, a cafeteria and a kindergarten, or TASKA. These spaces support both the operational and communal needs of the agency.

A generous open space connects the building to the river, allowing the headquarters to extend beyond its formal office function and engage directly with the waterfront. This area offers the potential for future cafés, landscaped embankments and public spaces, further strengthening the relationship between the building, the river and the wider Selangor Maritime Gateway vision.”
